Big Plans Unveiled for New Water Park in Mobile

Mobile is gearing up for something huge. 

A new partnership between the Mobile County Commission and Louisiana-based developer Leisure Sports and Recreation Group (LSAR) could bring a $60 million water park to life. 

Called Jubilee Park, the 90-acre site would sit on Halls Mill Road and include much more than just water slides.

This isn’t a done deal yet—it starts with a non-binding letter of intent. 

But it’s a major step forward after years of behind-the-scenes planning, especially from Commissioner Connie Hudson, who’s been working on the project for nearly four years.

Jubilee Park Promises Year-Round Fun


Jubilee Park is shaping up to be more than just a summer spot. Plans include an outdoor water park with all the classics—lazy river, wave pool, and big slides—but that’s only part of the story.

There’s also an indoor water park in the mix. 

Plus, a multi-use center, restaurants, shops, RV sites, and bungalows. 

The outdoor park would run during the warmer months, while the rest of the space would stay active all year.

LSAR President Paul Rees said the team is building on what’s already coming to Halls Mill, like the nearby 10-field soccer complex and a massive aquatic center.

Boosting Tourism and Tournaments


The location wasn’t picked at random. It’s close to both I-10 and I-65—making it easy for travelers from Texas, Georgia, and Florida. 

That’s part of what drew LSAR to the site. They already operate Gulf Islands Waterpark in Gulfport, so they’ve seen how a strong location can help boost visitor numbers.

They’re estimating 400,000 to 500,000 annual visitors. That kind of foot traffic doesn’t just help the park—it supports nearby businesses and events too.

Jobs and Revenue Coming with It


Construction alone could bring 300 jobs to the area. Once the park opens, LSAR expects to hire 50 full-time staff and up to 400 seasonal workers. 

Plus, another 100 to 200 jobs could be created indirectly through surrounding development and services.

Tax revenue is projected between $3.75 million and $4.9 million each year, depending on tax incentives. Even with discounts, it’s a strong boost.

Construction Timeline Already Taking Shape


While it’s still in early stages, parts of the park could be open by 2027. The full water park would likely open in spring 2029. 

That timeline gives LSAR room to complete feasibility studies and develop a full master plan.

The aquatic center is already under construction and will include Mobile’s first Olympic-sized competition pool. That project alone is a $23 million investment.

With the soccer fields, aquatic center, and now this water park coming together, the entire Halls Mill corridor is turning into a sports and recreation destination.

Big projects like this take time. But with the pieces already falling into place, Jubilee Park is more than a fun idea—it’s a signal of momentum and long-term planning in action.
